How to Become a Delegate

If you wish to personally address the Committee of the Whole as a delegate, there are specific guidelines and timelines to follow. Below is an outline of the process, as governed by By-law 15-20, which oversees Council and committee proceedings.

Steps to Register as a Delegate

You must submit your intention to speak in writing no later than 12:00 noon on the Wednesday preceding the Committee of the Whole meeting at which you wish to speak. The submission must include:

  • Your name (or the name of your group)
  • The nature of the business to be discussed
  • If representing an organization, provide the name of the organization
  • The topic you wish to address

  • Email or facsimile requests are accepted, and you will receive confirmation of receipt.
  • If you intend to distribute any supporting reports or documents during your presentation, they must be submitted to the Laura Stanzel, Deputy Clerk [deputyclerk@ektwp.ca] along with your registration request. This ensures the material is circulated to the Committee in advance.

  • Delegations are added to the agenda on a first-come, first-served basis.
  • Due to limited time, only two delegations can be heard per meeting. If the item you wish to address is not on the agenda, your request may be referred to a later meeting.

  • If a delegation is not listed on the agenda, it can still be heard if a majority vote of the Committee members approves it.

Presentation Guidelines

  • Delegates will be allotted 10 minutes for their presentation, followed by 10 minutes for questions and answers.
  • The Mayor has the discretion to extend or reduce the time allocation as needed.

Members of the public attending the meeting must maintain order and follow the rules:

  • Addressing the Committee: Public members may only speak if specifically requested by the Mayor and approved by the Committee. In this case, their speaking time is limited to 5 minutes.
  • Disruptions: Interrupting the Committee, its members, or other speakers is prohibited.

  • Signs and Placards: Picket signs, placards, or similar items are not allowed in the Council Chamber or Meeting Room.

  • Food and Drink: Hats, food, and beverages are not permitted in the Chamber.
